Laura and George bring interdisciplinary backgrounds to help

successfully develop and implement an array of natural resource, conservation, and environmental projects. Together, we offer more than 50 years of experience in a wide range of implementation, administration, science, policy, and communication. 

As directors of the historic Penobscot River Restoration Project, we demonstrated success in project development, planning, construction oversight, and monitoring; permitting, regulatory, and technical coordination; project funding; constituent building, and community relations. As Source to Sea, we offer the same thoughtful, innovative, and lasting results targeted to your goals and objectives.

Founder and Principal

Laura is widely respected and known for developing and implementing thoughtful, strategic approaches to natural resource challenges and opportunities. She excels at harnessing resources and forming effective collaborations that produce results and build capacity. For the past 12 years, she served as Executive Director of the Penobscot River Restoration Trust the non-profit organization responsible for implementing the innovative Penobscot River Restoration Project. Laura successfully helped diverse partners work together to enhance fish passage while enabling energy increases. Results-oriented, she works productively with communities, municipalities, institutions, and businesses to find win-win outcomes that matter.   

Experience: Laura's forthright leadership, broad perspective, and extensive experience in multifaceted water resource initiatives inspires people to work together to produce results. With degrees in law (certificate in environmental in and energy law), and wildlife resources, she's produced results through ecosystem-based approaches for 25 + years. She's worked as attorney for the U.S. EPA, program manager for national (National Wildlife Federation) and state (Natural Resource Council of Maine), and as Executive Director for the Penobscot River Restoration Project. She was founding member of Maine Rivers, and currently serves on the Klamath River Renewal Corporation and as President of Maine Woods Forever. 

George is known for seeking creative solutions to resource management issues, engaging collaboratively with various stakeholders, and contextualizing technical matters to inform decision making. He served as Deputy Director of the Penobscot River Restoration Trust for 12 years prior to starting Source to Sea Consulting. In that capacity, he orchestrated project financing, management, permitting, engineering assessment and design, contracting, construction, and evaluation. An effective project manager and keen analyst, he excels at coordinating a wide range of information and resources to assess options, prioritize actions, and achieve desired outcomes.

Experience: George has more than 25 years of professional experience working as a technical specialist, analyst, and manager on projects that synthesize technical, policy, and community matters.  He oversaw a stormwater technology transfer project for the Natural Resources Defense Council and assisted with a comprehensive water treatment plant siting study for the Massachusetts Water Resources Authority. George holds an BS from St. Lawrence University in Geology and Environmental Studies and an MS from University of Michigan School of Natural Resources and Environment in Environmental Policy with an emphasis on watershed management.

 

Passions and Pursuits: George, his family and two dogs live blocks away from Casco Bay in Portland, Maine. Together, they enjoy a wide variety of outdoor activities, creative pursuits, and traveling. An accomplished endurance athlete, he shares his passion for athletics by coaching youth soccer, running, and cross country skiing.
